PROGRESS
REPORT UPDATED ON May 10th , 2010
1. PILOT
PROJECTS:
SBBHC launched two pilot projects
in order to gain experience and to avoid the
mistakes of previous failed projects like the
Junejo Housing Scheme.
The First Project consists of 500
energy-efficient, cyclone-resistant houses on
the coastal belt of Thatta, Badin and Karachi.
The project is almost complete and the
technology developed in collaboration with UNDP
received international recognition as Benazir
Housing Technology during the Global South-South
Development Expo held in Washington DC from 14
to 17 December 2009.
Ownership documents and keys of
houses have been delivered to female heads of
poorest of the poor families in impressive
ceremonies by dignified personalities like the
President of Pakistan and Speaker National
Assembly.
The Second Pilot Project consists
of 200 houses in the upper Sindh districts of
Larkana, Jacobabad, Sukkur, Shikarpur and
Khairpur. 40 poorest families were selected
through poverty score-card prepared by SRSO in
selected UCs of each of the five districts. All
200 houses have been completed.
Lessons Learnt From Pilot
Projects:
Experimentation with pilot projects
helped SBBHC devise transparent mechanism and
effective policies for making houses for poorest
of the poor. Some of the decisions taken after
seeing the results of pilot projects are:
1- Each
house consists of two rooms, WC and Veranda.
2- Houses
are built by through active involvement of
community.
3- Clusters
of houses are being built in remote rural areas
and each cluster is called Behan Benazir Basti.
4- Cheques
are issued in installments to the beneficiaries,
who are encouraged to build their own houses.
5-
Houses are built on
the beneficiaries’ own land or on the land where
they have been living since generations.
6-
In the first phase,
about 500 Behan Benazir Bastis consisting of about
10,000 houses have been launched to be completed
within one year.
7- Civil
Society Organizations (CSOs) have been selected
through SPPRA rules for each district to manage
and supervise the construction of houses according
to specifications.
2. CONSTRUCTION
OF 10,000 HOUSES (BEHN BENAZIR BASTIS) IN RURAL
AREAS OF SINDH PROVICE:
Background
According to the
policy for rural areas, low cost houses for
poorest of the poor comprising two-rooms,
veranda, kitchen and W.C. shall be built on
the beneficiaries’ own land or land where the
family has been living for generations. Grant
for construction is given to the
beneficiaries, preferably females, in
installments. Civil Society Organizations are
selected through SPPRA Rules, to supervise
construction by qualified engineers.
Progress
*
Work on the above strategy was
started in village Januji, Deh Salepat, District
Sukkur on 5.1.2010 and all 91 houses in the
village shall be completed by 15.4.2010.

3. FLATS
FOR HEIRS OF MARTYRS:
Background
SBBHC was entrusted with the task of giving
away free flats to the heirs of martyrs who
lost their lives in the tragic incidents of 18th
October 2007 at Karachi and 27th
December 2007 at Rawalpindi. SBBHC acquired a
project of 368 flats from PHA for this
purpose.
Progress
On 14th August 2009,
the President of Pakistan distributed
allotment letters and keys to 123 out of a
total of 150 approved beneficiaries. Till date
about 90 of the allottees have taken over
possession of their flats, while others are
completing documents for getting formal
possession.
*
SBBHC has set up an office at the
site (Landhi Railway Station) to facilitate
handing over of the flats to beneficiaries.
*
Gas connections have been provided
in all 368 flats.
*
Efforts are being made to install
electric meters in these flats for which the cost
has already been paid to KESC.
*
11 security Guards & two sweepers
have been employed for security and maintenance of
the project.
4. KHAIRPUR
TOWNSHIP:
Background
A piece of land comprising 194
acres land has been allocated for housing in
Deh Luqman, Khairpur. In the first phase, 84
acres which is at a higher level and free of
water-logging is being developed.
Progress
*
Master plan has been prepared by
consultants Osmani & Co. however Housing & Town
Planning Department has raised some objections
which have been referred back to the consultants.
*
Tender documents for infrastructure
development on 84 acres are being prepared by the
consultant and will be published shortly.
*
A boundary wall has been completed
around 6 acres encroached land to freeze further
growth.
5.
INTEGRATED
TOWNSHIP IN DEH NAGAN, KARACHI:
Background
An innovative scheme has been launched to
provide subsidized houses to the poor in urban
areas without any expenditure whatsoever by
the Government.
Progress
*
In response to press advertisement
under SPPRA Rules M/s AAA offered to fully develop
the entire land and to provide 1,725 houses at Rs.
325,000 per house.
*
Project Document has been signed on
12th December 2009 and master plan
prepared by the firm is being scrutinized by the
Town Planning Department of City District
Government (CDGK).
6.
OTHER URBAN
SCHEMES:
Chief Minister
has approved several pieces of land in different
urban areas for transfer to SBBHC. After a lengthy
procedure of formalities
and approvals, final
summary for grant of 11 pieces of land given below
has been approved by the Chief Minister for 99
year lease in the name of SBBHC
at 25 percent of
the commercial value:
