REVIEW OF PROGRESS

July 29, 2010: A brief review by the Chairman revealed that 373 Behn Benazir Bastis have been launched so far and out of 4789 houses which are under construction, 2769 are at Roof Level. Total amount has been disbursed so far.

 

40 HOUSES IN KHAIRPUR TO BE INAUGURATED ON 23RD MAY 2010

May 18, 2010: Ms Nafeesa Shah MMA is schedule to inaugurated 40 houses constructed under Shaheed Benazir Bhutto Housing Program for the poor on 23rd May 2010. These houses are part of a pilot project of construction of 200 houses by Shaheed Benazir Bhutto Housing Cell undertaken in collaboration with Sindh Rural Support Organization. Chief Guest will also distribute ownership documents to beneficiaries.

 

40 HOUSES IN KARACHI TO BE INAUGURATED ON 25TH MAY 2010

May 18, 2010: Haji Muzaffar Ali Shujra and Provincial Minister for Prisons and Agha Taimoor Khan Provincial  Minister Housing Narcotics are scheduled to inaugurate 40 houses constructed undertaken in collaboration with UNDP. Chief Guests will also distributed ownership documents to beneficiaries.

 

CONSTRUCTION OF OVER 2500 HOUSES IN FULL SWING

May 07, 2010: Construction activities on  over 2500 low cost housing units in 15 district were commenced in April 2010 and almost all are at Plinth Level and above. SBBHC is undertaking construction of 10,000 houses to be given to poor homeless families this year and has so far released 1st installment for construction over 2500 houses. These house are being constructed thorough community mobilization and by involving reputed CSOs.

 

91 HOUSES IN VILLAGE JUNOOJI, DISTRICT SUKKUR WILL BE COMPLETED BY 25TH MARCH 2010

March 18, 2010: Construction work is near completion on 91 houses in village Junooji, dsitrict Sukkur and houses will be ready by 25th March 2010. The whole village was burnt in a fire incident last April and SBBHC undertook to provide free houses to poor villagers. All construction activities are being supervised by M/s Fiza Social Welfare Organization, a reputed CSO which was selected by SBBHC for the task.

 

60 HOUSES REACHED AT PLINTH LEVEL IN TANDO BAGO, DISTRICT BADIN

March 18, 2010: Construction work on two cluster of 30 houses each in taluka Tando Bago, District Badin has reached at plinth level and activities on two other cluster of 30 houses have been started. SBBHC is constructing 300 houses in district Badin and supervision of the work has been assigned to a reputed CSO name Shah Abdul Latif Bhittai Welfare Society. SBBHC has so far released 1st installment for 90 houses and work on remaining 210 houses will be started soon.

 

CONSTRUCTION OF LOW COST HOUSING IN DISTRICT SHAHEED BENAZIRABAD REACHED PLINTH LEVEL

March 17, 2010: Construction of 50 houses in five clusters of Shaheed Benazirabad reached at plinth level. These houses as a part of Shaheed Benazir Bhutto Housing Cell's scheme for 500 houses in the district. SBBHC has now released 1st. installment for commencing construction work on another 58 houses to Research & Development Foundation, a selected CSO for construction work.

 

CONSTRUCTION OF BEHN BENAZIR BASTIS BEGIN IN BADIN

March 09, 2010: Director Technical SBBHC visited the site of two Behn Benazir Bastis located in villages of Nawabshah and Pahar Mari Taluka Tando Bago in District Badin to verify physically commencement of construction activities. SBBHC is constructing 60 houses in these Bastis as a part of its scheme of 300 low cost houses in district Badin. SABWS is monitoring construction activities as CSO for district Badin Director Technical expressed his satisfaction towards pace of construction work.

 

CONSTRUCTION OF BEHN BENAZIR BASTIS DISTRCITS SHIKARPUR, JAMSHORO, GHOTKI, SHAHEED BENAZIRABAD AND LARKANA

March 06, 2010: Shaheed Benazir Bhutto Housing Cell has released first installments of grant-in-aid for construction of various Behn Benazir Bastis in districts Shikarpur, Jamshoro, Ghotki, Shaheed Benazirabad and Larkana. M/s FIZA, SWO, SPDO and RDF have already been selected for construction supervision in these districts physical commencement of construction work in these districts will start soon.

 

BIDS OPENED FOR 2500 HOUSES

March 01, 2010: The financial committee of SBBHC opened financial proposals / bids for construction of 2500 low cost housing units in Umerkot, Kambar-Shahdadkot, Sangrar, Hyderabad, Mirpurkhas and Karachi. These 2500 houses are of construction of 10,000 low cost houses being constructed this year.

SBBHC RELEASE 1ST INSTALLMENT OR CONSTRUCTION OF TWO BEHN BENAZIR BASTIS

February 25, 2010: SBBHC release 1st installment if grant in aid for construction of two Behn Benazir Bastis in district Badin. These bastis are part of a project of construction of 300 low cost housing units in the district for which a pround breaking was performed by Ms. Fehmida Mirza speaker National Assembly on 14 February 2010. Supervision work of construction activities has been assigned to M/s Shah Abdul Latif Bhittai Welfare Society.

SPEAKER NATIONAL ASSEMBLY TO PERFORM GROUND BREAKING FOR BEHN BENAZIR BASTI IN BADIN

February 11, 2010: Ms Fehmida Mirza Speaker National Assembly is scheduled for ground breaking ceremony of over 300 low cost houses to be built as Behn Benazir Bastis in District Badin. Shaheed Benazir Bhutto Housing Cell has already appointed M/s Shah Abdul Latif Welfare Society for supervision of construction activities of these houses.

February 11, 2010: Mr. Sharjeel Inam Memon, MPA will perform ground breaking of 150 low cost houses spread in 30 Behn Benazir Bastis of Nagarparker on 13th Feb 2010. Shaheed Benazir Bhutto Housing Cell has already appointed M/s FIZA Social Welfare Organization for supervision of construction activities of these houses and released 1st installment for the same. "Behn Benazir Bastis" are part of this government's housing scheme of 10,000 houses for the poorest people of Sindh. Each house consists of two rooms, verandah, kitchen and bathrooms. Poor beneficiaries of this scheme will not only be provided free houses but will also be trained as masons and skilled labor so that they may be able to earn their livelihood thereafter.

PRESIDENT INAUGURATES BEHN BENAZIR BASTI AT VILLAGE JAFFAR JAMARI DISTRICT THATTA

January 28, 2010:   The Honorable President of Pakistan inaugurated newly constructed 'Behn Benazir Basti' at Village at Village Jaffar Jamari District Thatta and handed over ownership documents to beneficiaries. Ceremony was attended by Chief Minister Sindh, Governor Sindh and large number of Federal and Provincial Ministers. The President was briefed about progress on implementation of Shaheed Benazir Bhutto Housing Program for the poor. He appreciated efforts of Sindh Government and desired to accelerate page of work so that more people get benefited.

INSPECTION OF PROJECTS

January 14, 2010:   Chairman BHC and Director Technical BHC inspected under-construction houses Larkana, Khairpur and Sukkur Districts. It was observed that almost all 40 houses in Larkana District and another 40 houses in Khairpur District have been completed by SRSO. Director Technical issued instructions on the spot to rectify certain defects. While appreciating the fast pace of work at Janoji project Sukkur, Chairman expressed his displeasure at the haphazard way in which houses were being planned. He instructed the engineer to prepare plane-table survey and redesign the Master Plan showing straight roads and proper alignment and bring it to BHC office for approval latest by 20.01.2010.

 

MoU BETWEEN SINDH GOVERNMENT (BHC), UNDP & SS-GATE

January 12, 2010:   Steering Committee approved the signing of MoU between Sindh Government, UNDP and SS-GATE to explore the possibilities of attracting investment in Pakistan for low-cot housing sector. SS-GATE, (South-South Global Assets and Technology Exchange) has been set-up by the South-South Unit of UNDP to implement projects selected by it where countries can exchange technology. It may be noted that on the invitation of South-South Unit of UNDP, Chairman BHC had made a presentation regarding low- cost, energy-efficient technology developed by BHC in collaboration with UNDP in the Second Global South-South Development Expo on 15th December 2009. Several countries subsequently requested BHC to assist them in replicating this climate-friendly technology to build houses in their respective countries. SS-GATE gives practical shape to such transfer of technology between countries by inviting private investment.

FINANCIAL PROPOSALS OPENED

January 06, 2010:  Financial proposals submitted by three CSOs for construction of low cost houses in district Tharparkar opened by Financial Committee of PHC. M/s FIZA Social Welfare Organization stood the lowest who offered their services for construction supervision at the rate of Rs: 8,460/= per unit. M/s Sindh Sudhar Sanghar Sangat and Thar Deep were 2nd and 3rd respectively. PHC has invited CSOs to submit their technical and financial proposals for construction of 200 low cost housing for the poor in district Tharparkar. It is expected that construction activities will commence by the end of Jan 2010.

20 houses reached plinth level

January 06, 2010:  20 Houses at village Janoji, tehsil Salehpat, district Sukkur reached Plinth level whereas excavation of remaining 71 is in process. PHC is constructing 91 houses of villagers and has earlier appointed M/s FIZA Social Welfare Organization for supervision for construction of work.

 

5 Families shifted in PHC’s Flats

December 22, 2009:  5 families of Shuhada of 18th Oct 2007 incident shifted in their flats at Landhi Railway Station out of 85 who have so far taken over possession. These flats were allotted to them in token of recognition of sacrifice rendered by shuhada.


Construction work started at Village Januji

December 21, 2009:  M/s Fiza Social Welfare Organization has started excavation work at village Januji for construction of 91 houses. All housing units will be built through community participation under direct supervision of M/s Fiza. PHC had earlier selected M/s Fiza Social Welfare Organization for the job and an agreement for the work was signed on 21 December, 2009. M/s FSWO have carried out survey of the village and prepared town planning of 91 houses.

Technical Committee Meeting Held

December 19, 2009:  Meeting of PHC’s Technical Committee held in PHC office to evaluate technical proposals of 6 CSOs for construction of low cost houses in district Tharparkar. It was decided by the committee to have a presentation from the contestant CSOs on 2nd January 2010 before final selection.


Minister Housing Reviews Progress

December 19, 2009:  Provincial Minister Housing Mr. Agha Taimour Khan has reviewed progress on implementation of Top Priority Housing Program for the Poor in a meeting with PHC officers in his office. He expressed his satisfaction over the work so for completed and desired to accelerate the work. 


REPAIR WORK COMPLETED IN 3 BLOCKS OF PHC's FLATS AT LANDHI RAILWAY STATION

December 16, 2009:  PHA has got completed repair/renovation work in 3 blocks of PHC's flats at Landhi Railway Station. The project of 368 flats was purchased by Govt. of Sindh from PHA and taken over by PHC in May 2009. PHA had promised repair work as and when required by PHC. Govt of Sindh has reserved 200 flats for families for Shuahada of 18th Oct & 27th Dec 2007 tragedies out of which about 80 families have so far taken over possession.
 

Ferro Cement Roof Laid in SRSO house

December 15, 2009:  Syed Manzar Abbas Director Technical PHC visited under construction house at Theiri District Khairpur. CWHR has laid Ferro Cement Roof on the house as a test case before introducing this technology in all houses under Low Cost Houses for the Poor Schemes. This house is being constructed under SRSO project and was previously selected for Ferro Cement Roof.

Januji residents mobilized

December 14, 2009:  Syed Manzar Abbas Director Technical PHC visited the site of village Januji and met with villagers along with MPA Jawed Shah and personnel’s of M/s Fiza Social Welfare Organization. He introduced M/s Fiza with villagers who have been selected for supervising construction of 91 houses for them. Villagers assured all possible cooperation to M/s Fiza.

PHC INVITES INTERESTED CSOs FOR CONSTRUCTION OF 2500 LOW COST HOUSES

December 14, 2009:  People’s Housing Cell has invited interested CSOs for supervising construction of 2500 low cost housing units in Larkana, Shaheed Benazirabad (Nawabshah), Jamshoro, Badin, Ghotki, Shikarpur. The CSO will select beneficiary families in consultation with elected representatives, provide technical support for construction, train masons & labours and supervise construction work. The houses will be constructed by beneficiaries themselves for which PHC Govt. of Sindh will provide them grant-in-aid. Application on prescribed ToR will be accepted till 5th January 2010 and opened on the same day.


LOW COST HOUSING MODEL RECOGNISED INTERNATIONALLY

December 12, 2009: The Solution Forum on Climate Change has selected PHC’s low cost energy efficient housing model for sharing with the world at Global South – South Development Expo 2009 being held at Washington DC on 14-17 December 2009, Mr. Zia-ul-Islam Special Assistant to Chief Minister Sindh / Chairman Peoples Housing Cell will represent Pakistan at the Forum. PHC had designed the model for coastal areas of Sindh in collaboration with UNDP. A Pilot Project of 500 such houses in district Badin, Thatta and Karachi is near completion. First batch of 40 houses was inaugurated by Mrs. Fehmida Mirza Speaker National Assembly on December 01, 2009

Agreement signed for development of 50 acres land at Deh Nagan Karachi

December 12, 2009:  PHC has signed agreement with M/s AAA Partnership (Pvt.) Ltd. for development of 50 acres land at Deh Nagan Karachi and construction of 1725 low cost housing units. The Project is being under taken by PHC on no project basis for which only land is being provided to M/s AAA who will generate funds for development and construction work through sale of commercial land. The Government will spend no money for the scheme.

CONSTRUCTION OF 91 HOUSES AT VILLAGE JANUGI WILL START SOON

December 10, 2009:  The Chief Minister Sindh has approved award of construction work of 91 houses of villages Januji, Tehsil Salehpat, District Sukkur to M/s. Fiza Social Welfare Organization, a selected CSO for the assignment. All houses of the villagers of Januji were burnt in a fire incident of April 2009 and PHC undertook to provide houses to poor Villagers under Shaheed Benazir Bhutto Housing Program. The construction work is expected to be commenced during current week.

POSSESION OF 40 HOUSES GIVEN TO BENEFICIARIES

December 01, 2009: Ms. Fehmida Mirza Speaker National Assembly handed over keys and ownership documents of 40 low cost energy efficient houses in 1st Behn Benazir Basti of Disctrict Badin to Beneficiaries. The inauguration ceremony was held in circuit house Badin and was attended by Mr. Zulfiqar Mirza Provincial Home Minister, Mr. Agha Taimoor Khan Provincial Minister Housing, Mr. Zia-ul-Islam Special Assistant to Chief Minister Sindh / Chairman People's House Cell along-with other elected representatives and notables. These houses are part of a project of 500 houses being undertaken by PHC in collaboration of UNDP.

CONSTRUCTION OF BOUNDARY WALL BEGINS

November 25, 2009: PHC has awarded work of construction of boundary wall at of its 84 acres land in Deh Luqman District Khairpur. This land is being developed for integrated township under Shaheed Benazir Bhutto Housing Program for the Poor.

 

SPEAKER TO INAUGURATE 40 HOUSES AT BADIN 

November 24, 2009: Ms. Fehmida Mirza Speaker National Assembly is scheduled to hand over keys of 40 houses to beneficiaries of District Badin in a ceremony at Circuit House Badin on 1-12-2009. These houses are part of a project of PHC to build 500 low cost energy efficient houses  in collaboration with UNDP.

 

11th PHC's STEERING COMMITTEE  HELD ON 24-11-09

November 24, 2009: Syed Qaim Ali Shah Chief Minister Sindh chaired the 11th meeting of PHC's Steering Committee today at 2:00 pm at Chief Minister House. The Chief Minister Sindh approved various housing projects including an integrated Township scheme on 50 acres land at Deh Nagan Karachi.

November 22, 2009: Installation work of individual gas meters of PHC's 368 flats at Landhi Railway Station is underway. Installation of two blocks have so far completed.

 

POSSESSION OF PHC's FLATS TAKEN OVER 

November 21, 2009: The families of Shuhada of 18th October 2007 have taken over possession of their apartments allotted by Government of Sindh in appreciation of sacrifice of Shuhada.

 

PRESIDENT BRIEFED ABOUT PROGRESS OF HOUSING PROGRAM

October 15, 2009: Mr. Asif Ali Zardari President of Pakistan was briefed about the progress on implementation of Shaheed Benazir Bhutto Housing Program for the Poor. Mr. Zia-ul-Islam Special Assistant to Chief Minister Sindh and Chairman People's Housing Cell submitted a detailed progress on implementation of Housing Program and under construction low cost housing units in rural as well as integrated township schemes in urban areas of the provinces.

PHC LAUNCHES LOW-COST TOWNSHIP IN KARACHI

October 09, 2009: PHC issuing letter of intent to M/s Adnan & Adsar Associates for development development of 50 acres PHC’s land Deh Nagan, Karachi.PHC had invited interested Developer/Investors to complete for the development of integrated township on this land through press in July 2009. The Technical and Financial Committees of the Government examined all proposals and declared of M/s Adsar & Associates as lowest/successful bidders. PHC is launching the scheme on Public Private Partnership basis and PHC/government will not make any expenditure whatsoever. Cost of land will also be fully recovered from M/s Adnan & Adsar Associates, who have committed to provide 1725 houses at subsidized rates. PHC will give these houses on installment basis to poor people who will be selected through ballot.

PRIME MINISTER OF PAKISTAN TO INAUGURATE FIRST BEHAN BENAZIR BASTI

SEPTEMBER 30, 2009: Opening ceremony of 25 completed houses of 1st Behan Benazir Basti under Shaheed Benazir Housing Program for the Poor will now be performed by the Prime Minister of Pakistan during October 2009. Earlier, Chief Minister Sindh was scheduled to perform opening ceremony but considering the importance of this project it has been upgraded. These housing units are part of a pilot project of PHC of 500 houses in coastal areas of districts Badin, Thatta and Karachi  being built in collaboration with UNDP.

 

PHC WILL BUILD HOUSES AT VILLAGE JANOJI, TEHSIL SALEH PAT, SUKKUR

SEPTEMBER 30, 2009: Peoples Housing Cell, Government of Sindh has invited proposals from Civil Society Organizations (CSO)  for construction of 96 housing units for villagers/residents of village Janoji, Tehsil Saleh Pat, district Sukkur. These housing units will consists of 2 rooms, verandah and toilet and will be constructed under the supervision of selected CSO. The houses of 96 families were burnt in a fire incident some months ago. Sealed proposals on prescribed TOR forms will be accepted till 2.00 pm on 20th Oct 2009 and opened on the same day at 3.00 pm in the presence of representatives of CSOs.

 

PHC INVITED DEVELOPERS/INVESTORS/BUILDERS FOR  HOUSING SCHEME AT 100 ACRES LAND NEAR PORT QASIM KARACHI

SEPTEMBER 29, 2009: Peoples Housing Cell, Government of Sindh has invited developers/investors/builders through newspapers to submit  proposals for development of a housing scheme at its 100 acres land in Deh Bakran, near Port Qasim, Karachi. Sealed proposals on prescribed TOR forms will be accepted till 1.00 pm on 17th Oct 2009 and opened on the same day at 1.30 pm in the presence of representatives of applicants.

 

CHIEF MINISTER SINDH SCHEDULED TO INAUGURATE NEWLY BUILT HOUSES FOR THE POOR

SEPTEMBER 05, 2009: Chief Minister Sindh Syed Qaim Ali Shah is scheduled to inaugurate 25 newly constructed low cost energy efficient houses at village Jaffer Jamali, Taluka Jhirk, district Thatta on 10th September 2009.  These houses are part of the pilot project of 500 houses in coastal areas of districts Badin, Thatta and Karachi launched by Peoples Housing Cell, Government of Sindh in collaboration with UNDP. The 25 house cluster has been named “Behan Benazir Basti”.

 

CHIEF MINISTER SINDH CHAIRED MEETING REGARDING PHC MATTERS

SEPTEMBER 02, 2009: Syed Qaim Ali Shah Chief Minister Sindh chaired a meeting of PHC members to resolve various issues being encountered in implementing Top Priority Housing Program for the Poor. He was briefed about the progress of construction of low cost houses in UC Pir Bux Bhutto district Larkana and problems being faced by PHC in getting its funds released. Mr. Agha Taimoor Khan Provincial Minister Housing,  Mr. Fazlur Rehman Chief Secretary Sindh, Mr. Zia-ul-Islam Special Assistant to CM on Housing for the Poor and Chairman PHC and others attended the meeting. Chief Minister Sindh directed immediate release of Rs: 10.00 million for ancillary activities besides Rs: 20.00 million of Program Fund. He also directed holding of an  urgent meeting under the chairmanship of Chief Secretary Sindh for release of all Program Funds to PHC.
 

MODALITIES TO CONSTRUCT LOW COST HOUSING UNITS DISCUSSED

AUGUST 19, 2009: SyedMr. Zia-ul-Islam Special Assistant to Chief Minister Sindh and Chairman PHC chaired a meeting to discuss modalities for construction of low cost housing units in rural areas. The meeting was attended by Mr. Masood Lohar National Coordinator UNDP, Mr. Sono Kangrani Chief SRSO and other PHC officers. The President of Pakistan has recently ordered construction of 1,500,000 low cost houses through UNDP, SRSO and other reputed NGOs. These houses will be given to shelter less poor families free of cost.

FAMILIES OF SHUHADA RECEIEVED OWNERSHIP DOCUMENTS

AUGUST 15, 2009: 200 FLATS at Landhi Railways Station have been reserved by Government of Sindh for families of martyrs of 18th October and 27th December 2007. The President of Pakistan has distributed ownership documents to 123 families for remaining families are being completed.

PRESIDENT SCHEDULED TO DISTRIBUTE OWNERSHIP DOCUMENTS TO FAMILIES OF SHUHADA

AUGUST 15, 2009: President of Pakistan Mr. Asif Ali Zardari is scheduled to visit Karachi on Independence Day (14th August 2009) to distribute ownership documents of PHC flats at Landhi Railway Station to families of Shuhada of tragic incidents of 18th Oct and 27th Dec 2007. A high level meeting was held on 11th August 2009 under the chairmanship of Chief Minister Sindh to finalize the program. The Chief Minister Sindh also approved draft ownership documents of flats. The meeting attended by Mr. Agha Taimoor Khan Minister Housing, Mr. Zia-ul-Islam Special Assistant to CM on Housing for Poor and Chairman PHC, Secretary to Chief Minister Sindh, Secretary Finance Department and others. Earlier the Sindh Cabinet in its meeting of 11th August 2009 had approved allotment of flats to families of shuhada free of cost.

PRESIDENT PROMISED CONSTRUCTION OF 1.5 MILLION LOW COST HOUSES IN RURAL AREAS

President of Pakistan Mr. Asif Ali Zardari approved construction of 1.5 million low cost housing units for shelterless/destitute families of rural areas. He appreciated the efforts of PHC in implementing the housing program of the government and desired to continue the policy of constructing low cost housing units through UNDP, SRSO and other reputed NGOs. He said that Rs:3.0 billion allocated by Sindh Government should be transferred to PHC to be utilized fully. The requirement of more funds will be arranged by Federal Government. He was chairing a meeting held in Chief Minister’s House on 15th August 2009. The meeting was attended by the Chief Minister Sindh, Mr. Zulfiquar Mirza Minister Home, Mr. Agha Taimoor Khan Provincial Minister Housing, Mr. Fazlur Rehman Chief Secretary Sindh, Mr. Zia-ul-Islam Special Assistant to CM on Housing for Poor/Chairman PHC, other  Steering Committee Members and Government servants.

25 HOUSING UNITS CONSTRUCTED AT JHIRK THATTA

July 17, 2009:  Mr. Zia-ul-Islam Special Assistant to Chief Minister on Housing for poor and Chairman PHC along with other PHC officers visited Jhirk, Thatta to inspect 25 low-cost energy efficient houses constructed in collaboration with UNDP. He issued instructions to prepare a check-list of works that need to be completed before opening ceremony by the Chief Minister which is planned after the 25th July 2009. PHC and UNDP are undertaking construction of 500 low-cost houses in District Badin, Thatta and Karachi.  

  PHC INVITES BUILDERS / DEVELOPERS / INVESTORS

PHC has invited builders/developers/investors to submit their proposals for development of 50-acre land at Deh Nagan Karachi on the prescribed TORs. Proposals will be received up to 6th August 2009 and opened on the same day in front of desirous contestants.

CHIEF MINISTER SINDH APPROVED CONSTRUCTION OF 10,000 HOUSES IN RURAL SINDH 

On 09-07-2009  Chief Minister Sindh approved PHC’s proposal for construction of 10,000 low- cost housing units in rural areas for giving to destitute / poor families free of cost. Earlier, in a meeting in Chief Minister House, Agha Taimoor Khan Provincial Minister Housing and Mr. Zia-ul-Islam Special Assistant to Chief Minister/Chairman PHC briefed the Chief Minister about the progress of housing programme. Chief Minister appreciated the efforts of PHC for implementing Top Priority Housing Programme and approved various proposals including Mega Housing Schemes at Deh Nagan Karachi, Khairpur and Larkana. He desired that construction work might be accelerated for handing over housing units to deserving recipients early.

 MEETING OF PHC’S TECHNICAL COMMITTEE HELD 

On 22nd June 2009 Technical Committee constituted by PHC for selection of consultant examined technical proposals submitted by various consultancy firms. Proposals from Consultancy Firms have been invited for designing and supervising construction of 10,000 low-cost housing units in rural areas of the province.

  MINISTER HOUSING REVIEWS PROGRESS

Provincial Minister Housing Mr. Agha Taimoor Khan held a meeting with PHC officers to review progress of ongoing projects with UNDP and SRSO. Chairman PHC briefed about the progress so far achieved and future schemes of low-cost housing.

Mr. Agha Taimoor Khan Minister Housing discussed salient features of housing schemes at Khairpur and approved the signing of consultancy agreement with M/s Osmani & Co. who have been selected as consultant for Khairpur Township Housing Scheme.

 

9TH STEERING COMMITTEE MEETING HELD

12th June 2009: Mr. Agha Taimoor Khan Provincial Minister Housing and Co-Chairman PHC’s Steering Committee presided over 9th meeting of Steering Committee. Mr. Zia-ul-Islam Special Assistant to Chief Minister on housing for poor and Chairman PHC briefed about the progress so far achieved and presented a number of proposals for launching new low cost housing schemes. The committee appreciated efforts of PHC for providing shelters to destitute families and took various decisions to implement top priority housing program for the poor.

2ND INSTALLMENT RELEASED TO UNDP

PHC released 2nd tranche worth Rs. 69,094,800/= to UNDP for construction of 500 low cost energy efficient houses on 13-06-2009. Earlier, Minister Housing had approved recommendations of PHC’s Committee for release of 40% project cost. UNDP is undertaking constructions of 500 housing units in coastal belt of Badin, Thatta and Karachi Districts for destitute families which will be given free of cost.

2ND INSTALLMENT RELEASED TO SRSO

Having received approval of Provincial Minister Housing Mr. Agha Taimoor Khan PHC released Rs. 7,560,000/= on 17th June 2009 as 2nd installment to SRSO. Earlier PHC had assigned construction of 200 housing units in rural areas of Sukkur, Jacobabad, Shikarpur, Larkana and Khairpur for the poorest families of the area.

PROSPECTS FOR PPP ON DEH NAGAN LAND EXAMINED

Agha Taimoor Khan Provincial Minister Housing chaired a meeting with PHC officers and private developers to examine the prospects of Public Private Partnership for a housing program at PHC's Deh Nagan land. PHC plans to undertake housing program under Public Private Partnership offering its 50 acres land at Deh Nagan Surjani Town. Infrastructure will be developed by the successful private partner, who will also construct low cost housing units on a part of this land. He will recover his investment by selling commercial plots / properties on another part of this land.

PHC STEERING COMMITTEE MEETING ON 11TH JUNE 2009

Mr. Agha Taimoor Khan provincial Minister Housing and Co-Chairman of PHC's Steering Committee has called 9th meeting of PHC's Steering Committee on 11th June 2009 (Thursday) in the committee room of Planning & Development Department at IInd floor Tughlaq House Sindh Secretariat No. 2. Steering committee is expected to consider various housing schemes ready to be launched in rural and urban areas of Sindh.

TOR FOR CONSULTANTS /CONTRACTORS ARE BEING ISSUED BY PHC

A large number of reputed consulting firms and contractors have been issued TORs for their pre qualification for construction of low cost housing units in rural areas. The Chief Minister Sindh had earlier approved construction of 10,000 housing units in rural areas which will be given to poor / destitute families of rural areas free of cost. The project is a part of Prime Minister�s Housing Program for the poor. PHC had invited applications from consulting firms and contractors through press in the end of May 2009. The last date for issuance and submission of TORs is 13th June 2009.

MINISTER HOUSING VISITS UNDER-CONSTRUCTION HOUSES

Mr Agha Taimoor Khan Minister Housing along with a team of PHC officers visited UC Pir Bux Bhutto District Larkana to inspect under construction low cost houses for destitute families of the vicinity. These houses are part of PHC�s project of construction of 200 houses being under taken by SRSO. Earlier SRSO briefed the Minister Housing about their activities of the project in Shikarpur, Jacobabad, Khairpur, Sukkur & Larkana Districts.

 

SALES DEED OF PHA FLATS SIGNED

Colonel Subah Sadiq Malik Director General Pakistan Housing Authority (PHA) and Syed Amjad Hussain Assistant Director Admin Peoples Housing Cell (PHC) signed sales deed of 368 PHA  flats at Landhi Railway Station before the Sub-Registrar Landhi on 16th May 2009 for transfer of lease in favor of PHC. Out of these 368 flats 160 flats are reserved for families of victims of 18th October 2007 tragedy.

50 ACRES LAND AT DEH NAGAN

PHC's site office has been constructed at its land reserved for low cost housing at Deh Nagan. Infrastructure designs of the land have already been completed and are under process of approval before launching the housing scheme.

VISIT OF UNDP's WORK YARD AND HOUSES IN  VILLAGE IBRAHIM JAMARI

PHC's team consisting of Deputy Director Architecture / Planning and Sub Engineer inspected UNDP's work yard at District Thatta and Model House on 16th May, 2009. The officers later visited village Ibrahim Jamari UC Jhirk to monitor progress of 25 under construction houses.  The houses are completed up to plinth level. PHC team checked the quality and quantity of building material with laid down specification and found the same as satisfactory. UNDP has been assigned construction of 500 low cost energy efficient houses in coastal area of Badin, Thatta and Karachi.

LOW COST HOUSING AT DISTRICT LARKANA

Minister Housing, along with PHC?s team consisting of Director Technical and Deputy Director Engineering will visit Larkana on 22-05-2009 to inspect the 200 under construction houses in Larkana, Khairpur, Jacobabad, Shikarpur and Sukkur.

7000 HOUSING UNITS FOR DESTITUTE PEOPLES OF RURAL AREAS

During a meeting with Peoples Housing Cell (PHC) officers Minister Housing informed that Chief Minister Sindh desires to initiate construction of 6500 hosing units in rural areas spread all over the province. A summary has been formally approval by Chief Minister Sindh to construct housing units in following Districts:

KHAIRPUR HOUSING SCHEME INITIATED

PHC has invited applications from Consulting Firms for providing consultancy services to develop integrated township scheme at Khairpur. Sealed applications will be received till 22nd April 2009 and opened the same day in PHC office.  

PHA TO TRASNFER ITS 488 FLATS IN THE NAME OF PHC 

Services and General Administration Department has requested Pakistan Housing Authority to expedite transfer of 488 flats at Landhi in the name of Peoples Housing Cell Government of Sindh. Out of these flats 160 are reserved for families of victims of tragic incident of 18th Oct 2007 and remaining will be given to lower grade employees of Sindh Government on subsidized rates. A formal policy decision to this effect will be taken in the Steering Committee meeting next week

MOBILIZATION ADVANCE RELEASED TO SRSO

On 16th March 2009 Peoples Housing Cell released 10% Mobilization Advance  of Rs: 5,040,000/= to Sindh Rural Support Organization. Earlier a contract worth Rs:50.400 million for construction of 200 houses in selected Union Councils of  Districts Khairpur, Larkana, Shikarpur, Sukkur and Jacobabad was signed between PHC and SRSO. Each housing unit will consist of one room (14x16), verandah, toilet, kitchen with boundary wall and will cost Rs: 252,000/=.  Sindh Chief Minister Syed Qaim Ali Shah had approved the project on 6th March 2009.

UNDP PROJECT SITE AT KARACHI VISITED

9th March 2009: A PHC team led by Mr. Zia Ul Islam and UNDP team led by Mr. Masood Lohar along with other officers visited selected sites for 25 energy-efficient low cost houses to be built at Kakapir village, Sandspit-Manora Road Karachi. They also met with elected representatives, members of community organizations and some of the beneficiaries and expressed satisfaction over selection of deserving and needy people who are poorest in the community. INTEGRATED HOUSING SCHEME AT DEH NAGAN, TAISER TOWN

3rd March 2009: In a meeting by Minister Housing and PHC team of professionals concept plans for developing integrated housing scheme on 50 acres land at Deh Nagan Taiser Town was discussed. PHC will submit concept plan before the Steering Committee for approval before launching the same.  

MOBILIZATION ADVANCE PAID TO UNDP

Feb 20, 2009: Minister Housing Mr. Agha Taimoor Khan paid a cheque of Rs:34,547,400/= to Mr. Masood Lohar of UNDP as mobilization advance of PHC’s project for construction of 500 energy efficient low cost houses in coastal areas of districts Badin, Thatta and Karachi.  PHC had earlier signed an MOA with UNDP for the project.

PHC & SURVEY OF PAKISTAN TO JOIN HANDS FOR HOUSING PROGRAM
Feb 19, 2009:
Director Survey of Pakistan has offered their services for topographical survey of selected lands for low cost housing program. Mr. Muhammad Aslam Technical Officer Survey of Pakistan held a meeting to this effect with Mr. Zia Ul Islam Special Assistant to CM on Housing for Poor. PHC has provided them details of land earmarked for housing program for initial assessment of cost of survey and examination of available data with Survey of Pakistan who will respond with a proposal within a few days.
UNDER CONSTRUCTION HOUSE FOR POOR FISHERMAN INSPECTED.Feb 16, 2009: Mr. Zia Ul Islam Special Assistant to CM on Housing for Poor and Chairman People’s Housing Cell inspected under construction house of Mr. Abdus Sattar at Ibrahim Hyderi and expressed his satisfaction over pace of construction. The house is being constructed for poor fisherman free of cost using innovative technology of fire proof Ferro Cement and is expected to be completed by the end of this month.

Mr. Agha Taimoor Khan Minister for Housing, Mr. Agha Siraj Durrani Minister Local Government, Mr. Rashid Rabbani Advisor to CM and Mr. Zia Ul Islam Special Assistant to CM on Housing for Poor visited 488 flats built by PHA at Landhi on February 13, 2009. They appreciated the quality and preparations being undertaken to hand over these flats to People’s Housing Cell. They have also decided to reserve first 10 blocks comprising  160 flats for giving to families of victims of 18th October 2007 free of cost.   


MEETING REGARDING STATUS OF TITLE OF 488 FLATS WILL BE HELD TODAY

A meeting will be held in the office of Secretary (GA&C), Services, General Administration & Coordination Department regarding the status of title of 488 flats out of which 150 flats will be given to families affected by tragedies of 18th Oct and 27th Dec 2008 and remaining flats to non gazetted government servants of Government of Sindh.

PRESENTATIONS MADE BY CONSULTANTS ON LARKANA HOUSING PROJECT 

Feb 9, 2009: Two Consulting Firms made presentations on their concept of Low Cost Housing Project at Larkana. Minister Housing Agha Taimoor Khan, Special Assistant to Chief Minister Sindh on Housing for Poor/Chairman Peoples Housing Cell Mr. Zia-ul-Islam and Members of Technical Committee attended the presentation. Thirteen Consultants have been short listed by the Technical Committee. Remaining Consultants will present their concept in coming week, after which the best among them will be appointed for Larkana Housing Project. 

INSPECTION OF PHA FLATS AT LANDHI  

Jan 29, 2009: Director Arch/Planner PHC and representatives of SGA&CD inspected   PHA flats at Landhi on 28th Jan 2009. PHA will hand over these flats to Peoples Housing Cell on completion of inspection. Some of these flats will be allotted to families affected by tragedies of 18th Oct and 27th Dec 2007. The remaining flats will be given to non gazetted government servants on subsidized rates.

PHC UNDP PROJECT APPROVED

Jan 29, 2009: Economic Affairs Division, Government of Pakistan has agreed in principle to the PHC - UNDP project for construction of 500 houses in coastal areas of Districts Badin, Thatta and Karachi. UNDP has started making bricks, quarries to  start construction work within a few days.

LOW COST HOUSING SITE INSPECTED 

Jan 27, 2009: Mr. Agha Taimor Khan Provincial Minister for Housing, Mr. Zia-ul-Islam Special Assistant to Chief Minister Sindh on Housing for Poor/Chairman Peoples Housing Cell and Mr. Tasneem Siddiquie Chairman Saiban along with other government officials visited the site of 50 acres land at Deh Nagan on 27th Jan 2009. Mr. Tasneem Siddiquie Chairman Saiban briefed the Minister Housing about the concept of incremental development. The Chief Minister Sindh during meeting of Steering Committee of PHC on 26th Jan 2008 had approved launching of incremental housing scheme at the site already in possession of PHC.

FOLLOW UP MEETING  FOR TRANSFER OF 488 FLATS TO PHC

Jan 26, 2009: A meeting held under the chairmanship of Mr. Zia-ul-Islam Special Assistant to Chief Minister Sindh on Housing for Poor/Chairman Peoples Housing Cell. Ms Iffat Malik Dy Secretary SGA&CD, XEN Works & Services Deptt and others. The modus operandi for transfer of 488 flats at Landhi to PHC and taking over of its possession was discussed.   The Chairman PHC constituted a committee of Director Arch/Planner, Section Officer (Estate) SGA&CD, AEN Works & Services Deptt and respresentative of PHA to inspect each and every flat and submit their report on day to day basis. 

HOUSING PROGRAM REVIEWED

Jan 26, 2009: A meeting of the Steering Committee of Peoples Housing Cell was held under the chairmanship of Sindh Chief Minister Syed Qaim Ali Shah  to review progress of Top Priority Housing Program for the Poor. The Chief Minister Sindh appreciated efforts of Peoples Housing Cell for providing houses to homeless. It was decided in the meeting that PHC will initiate Home Improvement Program in rural areas of the province and a group of villages consisting approx 1000 families will be selected for the pilot project. For urban areas an incremental development housing scheme will be launched at 50 acres land already handed over to PHC in collaboration with SAIBAN a renowned NGO. The Chief Minister Sindh informed that 488 flats built by PHA at Landhi Karachi will soon be transferred to PHC out of which 150 flats will be given to families affected by tragedies of 27th Dec 2008. PHC will submit a proposal for disposal of remaining flats to non gazetted government servants.

LARKANA HOUSING PROJECT FOR POOR

Jan 24, 2009: A meeting of Technical Committee of Peoples Housing Cell held on Jan 24th 2009 to evaluate technical proposals submitted by Consulting Firms for Larkana Mega Housing Project. Another meeting of the Committee will be held on 31st Jan 2009 to finalize / short list Consulting Firms before award of work.

MEETING HELD FOR TRANSFER OF 488 FLATS TO PHC

Jan 23, 2009: A meeting was held in the office of Secretary (GA) SGA&CD regarding transfer of 488 flats to PHC. Meeting was attended by Chairman PHC, Secretaries GA & Services  and Addl Secretary (GA) SGA&CD. It was decided that a joint inspection of all flats will be held on fast track basis and will be completed on or before 5th Feb 2009 to ascertain  details of specific repairs required. A task force comprising representatives of PHA, PHC SGA&CD, KBCA and W&S Deptt was also constituted to over see any problem or difference of opinion.

Work on Fisherman’s house started 

Jan 17, 2009: Construction of Fisherman’s house at Ibrahim Hyderi started. The fire burnt down wooden house of Mr. Abdus Sattar on 22nd Dec 2008 killing his three children.  Former Minister Housing and Mr. Zia-ul-Islam Special Assistant to Chief Minister Sindh on Housing for Poor had visited the site on 24th Dec 2008 and promised construction of their house free of cost for the grieved family. The house is being constructed with innovative technology using fire proof Ferro-cement and will be ready by the end of February 2009.
 

 PHC TAKES OVER LAND AT DEH NAGIN, DISTRICT KARACHI

JANUARY 16, 2008

Under the directions of Chairman PHC, Zia-ul-Isalm, Senior Director, Aijaz Ahmed Mahesar & Director (Technical), Syed Manzar Abbas, took over the possession of land measuring 50 acres at Deh Nagin adjacent to Surjani town, District Karachi in first phase. Another 50 acres land will be shortly handed over to PHC. Keeping in view large scale encroachments going on in the area, PHC has duly alerted SHO Surjani town and all concerned high officials to keep a vigil on the land till the housing activity starts in the area. People’s Housing Cell will initiate housing scheme on this site shortly. According to plan PHC will launch incremental development housing scheme on 50 acre land, where houses to shelter less families be provided in accordance with the affordability of poor people.

CHIEF MINISTER, SINDH & FEDERAL MINISTER HOUSING JOINTLY REVIEW ‘HOUSING FOR POOR’ PROGRAM

A review of ‘Housing for Poor’ program was held at Chief Minister’s House Karachi on January 12, 2008 in which Chief Minister, Sindh, Federal Minister for Housing, Provincial Ministers for Housing and Law and Managing Director, Pakistan Housing Authority participated. Participants were briefed about the six projects launched by Peoples Housing Cell (PHC) in rural & Urban Areas. It was decided that 100 acre land in Keamari will be transferred by the Provincial Government to the Federal Ministry of Housing at subsidised rates. It was also decided that 368 apartments built by Federal Government at Landhi, for which Government of Sindh has already paid full price, shall be taken over immediately by Government of Sindh. Some of these apartments may be considered for transfer to PHC for giving away to the deserving, needy poor people. It was also decided that Pakistan Housing Authority, Islamabad and People’s Housing Cell will enter in to partnership to build houses for the poor on the lands already selected by the People’s Housing Cell.

CHAIRMAN PHC VISITS MODEL HOUSE, LARKANA DISTRICT

Zia-ul-Islam, Chairman, PHC and Aijaz Ahmed Mahesar, Director, Administration had  visited Model House at Larkana districts where rural housing schemes are being launched. The model house being constructed by SRSO in Bharchoond village near Garhi Khuda Bux.  The house is being constructed for Mst Leelan who is a widow with five minor children, four of them are baby girls.  Later on site visit of the proposed land in Larkana was also made where  instructions were issued to expedite the process of transfer of land to PHC in order to roll out the high priority program of the government without any further delay.

REVIEW OF PROGRESS OF TRANSFER OF LANDS TO PHC BY THE CHAIRMAN PHC WITH DCOs.

Zia-ul-Islam, Chairman, PHC and Aijaz Ahmed Mahesar, Director PHC, had a review meeting with the DCOs of Sukkur, Larkana, Shikarpur, Jacobabad, Dadu, Qambar and Kashmore on 5th January 2009 at Circuit House Sukkur.  The meeting focused on identification of suitable state lands & review of the progress of transfer of land to the PHC for the purpose of construction of houses for the poor which is a high priority program of the Peoples Party Government.  All DCOs were briefed on the requirements of PHC especially that the lands should be inside or on the periphery of towns, with access to basic necessities like drinking water, electricity and gas. Such requirements are in view of the lessons learnt from the failure of previous housing programs of various governments in the past. Chairman  PHC  informed  DCOs that progress related to the transfer of land to PHC is not satisfactory. He also discussed the difficulties which the PHC is facing in transfer and mutating the identified lands in its favour. It is decided that, DCOs shall move summaries for Chief Minister for formal transfer of all the identified lands immediately through PHC. Five districts Sukkur, Ghotki, Shikarpur, Larkana, & Khairpur were selected for launching integrated townships.
